Charles Roderick Leland was third generation Coast Guard who was raised in the mid-west and the San Francisco Bay area. Graduating from Hayward High School he attended the University of Oregon for one year and then earned his Bachelors Degree and varsity swimming letter from Oregon State University. He was married to Lynne Searcy and became a CG Officer in 1967 after Officer Candidate School. As a Captain and aviator, he commanded Coast Guard Air Station Los Angeles and Coast Guard Group/Air Station Astoria. Following his retirement in 1994, he taught radar navigation at Clatsop Community College, and was Human Resources Director and City Manager for the City of Astoria, Oregon. He was instrumental in aquiring a riverfront trolley and an Aquatics Center for the city. He also worked on Special Projects for the Port of Astoria, served as Human Resources Director for Clatsop County, was a member of the Hospital Foundation Board and the Wickiup Water District Board. He was project manager for the Columbia River Maritime Museum remodel and Liberty Theater remodel, and was named Trustee Emeritus to the Columbia River Maritime Museum. He is survived by his wife Lynne, father B.B. Leland, mother Virginia Leland, daughter Shannon, and grandchildren Gabrielle, Olivia, and Eli as well as two brothers and one sister.
